$100-$150 per month for a parking space isn't exactly what I would call free.

That's the cost for ANY parking space, whether you have an EV or not. Charging is free if you have an EV, if you don't then you still have to buy petrol.

That car space ( whether you take advantage of the free electricity or not )represents 10% or less of your monthly rent. That is one of the costs you pay for owning a car in a city, I.C.E. or E.V.

That is one of the costs you pay for owning a car in a city, I.C.E. or E.V. I think that was what got me I rarely have to pay for parking when i go shopping let alone having to pay to park at home

It's not uncommon to separate housing from parking costs. Those without a car would say they are being unfairly taxed so other tenants enjoy free parking.
The opposite would be to offer someone a discount for not having a car.
Either way, the parking issue has nothing to do with having an EV, the chargers are there for free use for the tenants.
