You should be able to make up an adaptor for under $100. You would need a 3 phase plug, a 15 amp single phase extension socket, and some 15 amp 3 core cable.
You wont get it cheaper than that unless you use second hand parts.

You connect the earth of the 3 phase to the earth of the single phase, the neutral to neutral, and only ONE of the 3 phase actives to the 15 amp active. This maybe illegal if you are not a licensed electrician and correct connections are done securely and safely.
