don't try this at home.
I tested this on the ECU - Edith Cowan University - LEAF. the Golf MkVII behaves similarly the volt's e-Brake doesn't operate until the car has stopped.
a) LEAF b) Golf do bunny hopping.

I can guarantee the ebrake works just fine in the Leaf while moving....you do have to hold it up and put up with the naggy beeping sound....but it will stop the car just like a properly adjusted mechanical brake would.
I've done it on both gravel and tarmac surfaces.

With the volt, one has to keep pulling on the switch.
The LEAF just clamps on the rear brakes after the warning beeps.
Tested this at the SEA LEAF test drive day at the RAC on the skid pan
